Base of all decisions people (and thus government) make are emotions. There are two major types of emotions: separateness (ego) and love, unity. All emotions are clouds of energy. People can affect those clouds by their minds.

So, solution is quite simple: point with your mind (attention) some problem in government, and then dissolve it. Or different approach: point what you want in the world and hold this belief in your mind.

It can't be explained in words, you can only see that. With third eye you can see how you (spirit, statics) create beam of light using which you can touch something. If you can touch something (it's feeling, when I touch with my beam of light, I ask myself, do I feel it clearly enough), you can control it.
